Top Uses for the “Reason for Confinement” Field in LAWMAN County Jail

1. Court‑Ordered Holds

These are not charges and should never be mixed with AOIC codes. Examples include:

  • Pre‑Trial Release Violation (PFA Revocation)

  • Remand by Judge

  • Failure to Appear Hold

  • Contempt of Court Hold

Each one is a non‑charge custody status.

2. Warrant‑Based Confinement

When the inmate is held because of the warrant, not because of a new arrest.

  • Out‑of‑County Warrant

  • Out‑of‑State Warrant

  • Bench Warrant

  • Probation Warrant

This helps agencies separate warrant holds from new charges.

3. Probation / Parole Violations

Again, these are not charges.

  • Probation Violation Hold

  • Parole Violation Hold

  • IDOC Hold

This is critical for reporting how many inmates are held due to supervision violations.

4. Agency‑to‑Agency Holds

When your jail is holding someone for another jurisdiction.

  • Hold for County Sheriff

  • Hold for State Police

  • Hold for Federal Agency (USMS, ICE, ATF)

This helps track bed usage and reimbursement.

5. Administrative / Non‑Criminal Confinement

These are important for liability and transparency.

  • Protective Custody Hold

  • Mental Health Evaluation Hold

  • Detox / Medical Observation Hold

  • Civil Contempt Hold

These are not criminal charges but still require confinement.

6. Sentenced vs. Pre‑Sentence Tracking

The Reason for Confinement field helps separate:

  • Serving Sentence

  • Awaiting Sentencing

  • Awaiting Transport to IDOC

This is essential for jail population reporting.

7. ICE / Federal Detainers

Many jails track:

  • ICE Detainer Hold

  • Federal Detainer Hold

These are not charges and must be tracked separately.

8. Temporary Holds

Short‑term custody reasons:

  • Hold for Interview

  • Hold for Investigation

  • Hold for Transport

  • Hold for Court Appearance

These help explain why someone is in custody even if no charge is filed yet.

Why this field matters

Using the Reason for Confinement field correctly allows agencies to:

  • Produce accurate jail population reports

  • Track PFA‑related holds

  • Separate charges from custody reasons

  • Improve transparency and compliance

  • Support state‑level reporting

  • Avoid misclassifying holds as criminal charges

Update Your Jail Codes for Pre‑Trial Release Violations

Illinois agencies: if your jail system doesn’t yet include Pre‑Trial Release Violation as a Reason for Confinement, now’s the time to add it.

This isn’t a new charge — it’s a court‑ordered hold under the Pretrial Fairness Act. Lawman already supports this option, and your existing jail reports can tally these holds once the code is in place.

Add a Reason for Confinement code: Pre‑Trial Release Violation (PFA Revocation)

✅ Not fingerprintable

✅ Not NIBRS-reportable

✅ Not tied to AOIC

✅ Cleanly categorized as a court‑ordered remand

This helps agencies stay compliant, improves custody tracking, and supports statewide reporting efforts.
